SUPERINTENDENT'S ADVICE: The PC plugged in a figure of $100 for the petty cash beginning balance and this is supported by myself and the Business Manager.  The PC also emailed the board regarding language concerns with AD and this is not attached.

SUMMARY: This year the custodial staffing was changed and as a result, some

12 month positions became 11 month positions.  This change requires a change of language to the collective bargaining agreement.  The proposal before the board is similar to language for another group of 11 month employees (secretaries).  A Memorandum of Agreement is a method of resolving a bargaining agreement issue without opening up the agreement to negotiations.

 

SUPERINTENDENT'S ADVICE: The District is well-served with this language, it is fair to the employees, and needed to address a new group of employees created by the reconfiguration of the maintenance and custodian departments. A motion to approve the Memorandum of Agreement as submitted by OSEA Chapter

President Sandra Scaife and dated 10-9-02 is in order.

SUMMARY: Two Budget Board members have their term expire this year.  Gary Clark and Rick Kelley.  The past practice at Creswell has been for a board member to recommend a position when it becomes vacant and a board member is therefore assigned to each position.  Board Member Thompson is responsible for the Clark position and Board Member Robertson for the Kelley position.

 

SUPERINTENDENT'S ADVICE: Normal protocol is for Board Members Thompson and Robertson to offer a candidate for the full board's consideration.

SUMMARY: Rising health insurance premiums over the past two years have

created a situation whereby the premium for retirees exceeds the cap amount in the collective bargaining agreement.  Due to that situation, the Board's Negotiations Committee met and reviewed the history of the premium rates, the history of the District premium payments, the history of the retiree health insurance cba articles, and the current language contained in the collective bargaining agreement.  Also present at the meeting were two retirees and a CEA representative.  Part of the discussion centered on the intent of the health insurance language as it was incorporated into the present and past bargaining agreements.  The committee summarized that the retirees were covered by the same language as those teachers currently working for the district.  Three retirees have asked the board to reconsider the committee's decision.  The CEA has also filed a grievance; however that

grievance is not the subject of this board item.

 

SUPERINTENDENT'S ADVICE: The boards' options are to: 1) affirm the committee decision, or 2) overrule the committee decision, or 3) something in between.

 

ADDITIONAL INFORMATION ATTACHED: The board has been sent a copy of the

letters from appellants by the appellants.  The board also was sent a copy of my response to their letters informing them that the board would consider their request(s).  The board further has copies of the CEA grievance and my opinion to that document.  Attached here is the information reviewed by the committee.

SUMMARY: Last month the board was in receipt of a memo from the Pleasant Hill School district detailing a concern from the Oregon Government Standards and Practices Commission (OGSPC) relative to "Sky-Em" athletic passes.  The board directed the PC to develop a policy regarding that concern. The PC has forwarded a board resolution for the board's consideration.

 

SUPERINTENDENT'S ADVICE: The administration presumes that the resolution prohibits the issuing of passes to board members and that they will be returned to the Athletic Director.  This does not preclude their free admission if it is connection with some activity within the event wherein others are similarly admitted free, i.e. someone working a booster concession.

      The administration is less clear as to the interpretation of salaried employees ( as opposed to "public officials") being allowed into games gratis or being in compliance with OGSPC Staff Opinion #00S-023, or for that matter, any person (i.e. senior citizens) being given a free pass.  Does the board desire a broader pass policy?
