SUMMARY: The Business Manager reported to the Superintendent that she had under-reported the Fund Balances on her reports to the Board.  I asked the former Business Manager, Mrs. Jennifer Heiss, to review our ledgers and her report is attached.  Upon receipt of the Heiss Report, I consulted with the District auditor and held a meeting with Board leadership along with the Business Manager; and I filed a report to the board which is also attached.

 

I have kept the building administrators advised and we have discussed the information.

 

SUPERINTENDENT'S ADVICE: The Heiss Report identifies three areas:

      1.  The first area notes about $514,000 in realized “savings” from line items that were estimated to be much higher costs to the district.  These categories were all discussed at length during our Spring public meetings and are to be discussed tonight (11-05-03) at another public meeting.  While the overall amount here is higher than expected perhaps, I don’t believe we can call the savings unanticipated.  Whether the District chooses to expend

these funds this school year should be weighed in light of the uncertainty of state funding (i.e. February’s election to repeal the temporary tax increase) and other peculiarities (i.e. declining enrollment) which will effect our bottom line this year.  At this time I don’t recommend spending these “savings.”

      2.  The next category is the approximate $320,000 resulting from failing to include tax revenue, over-projecting expenses in Special Education and an entry error in Special Education. As noted in my report these are funds we should spend to upgrade staffing.  Our administrators concur that our most pressing need is at Creslane where we propose to add a 1st and 2nd grade classroom teacher, a music teacher, and two Kindergarten aides.  This leaves approximately $60,000 each for the HS and MS and these entities will meet with their respective Site Councils to prioritize their spending as any

staff changes will likely occur 2nd Semester.  In order to expedite the

process, I have already let ads for the staff positions.

      3.  The third area was $32,000 which represents the difference between the Budget Board guessing the state formula to be funded at $5.1B when in actuality it was funded at $5.2B.  As noted above, the biennium may or may not be funded at $5.2B, and the 32K is based on a school weight factor which may change and on enrollment which may change, all of which can effect the final May payment to the district.  In terms of the overall impact on the budget this 32K is negligible and I recommend the Board leave it alone.

SUMMARY: Last month two Budget Board vacancies were filled.  There are two

remaining vacancies:

            Position 3.  Formerly held by John Sells who is now a School Trustee and

not eligible.  The BB vacancies are typically nominated by the respective

position holder on the School Board.  School Board Position 3 is currently

held by John Sells.

            Position 5.  Formerly held by James Goff whose position expired June 30,

2003. School Board Position 5 is currently held by Don Ehrich.

 

SUPERINTENDENT'S ADVICE: In light of the fast-evolving State fiscal picture,

it would be handy to have the Budget Board in place so that they might be

kept abreast of the District’s financial situation.

SUMMARY: The Kiwanis Club has donated money for a before-school music

opportunity in selected Creslane and CMS grades.  We received one

application in response to our ad for instructors.

 

SUPERINTENDENT'S ADVICE: Right now the application is on hold while the

District assesses its needs in light of the unanticipated General Fund

balance situation.  High on the recall list for all buildings are the music

programs.
