SUMMARY: Each year, member school districts of the ESD vote on Resolutions proposed by the ESD Board of Directors.  Schools representing 2/3 of the ESD students must vote in favor of a resolution before it can be finalized.

 

SUPERINTENDENT'S ADVICE:   Ordinarily the ESD Resolutions are contentious; this year declining revenues make them even more worthy of scrutiny. #2 is sure to raise the ire of Springfield and Eugene.  By the time the ESD finalizes its cuts for the balance of 02-03 this may be moot, but I don't see approving resolutions #3, #5, #6, #10, #11, #12, and #13 at the expense of the other more needed and utilized services provided with resolution

dollars.

ESTIMATED COST/FUND: Whether or not there is a cost depends on whether or not lost services need to be duplicated in some manner.  It also depends on whether or not the ESD resolves that all districts will share in a cost for service or the district opts to pay a pro-rata amount for services, if they are made available.

SUMMARY: Policy IM-AR has been posted.  The policy was calendared on last month's agenda for adoption but was tabled for further input.  It is calendared this month for adoption as revised.

 

SUPERINTENDENT'S ADVICE:   Adopt as revised.  Dr. Robertson's email denoting recent revisions is congruent with the intent of said policy.

SUMMARY: The board has made a significant reduction in force to the high school staff which may result in some seniors not being able to access a class which they might need for graduation.

 

SUPERINTENDENT'S ADVICE:   I recommend the board grant the High School

Principal the ability to waive graduation requirements for those students, who in his opinion, are unable to meet policy requirements due to scheduling conflicts brought about by the reductions in force.  In addition, I recommend the High School Principal discontinue the practice of requiring seniors to take classes which they do not need to graduate in order to free up space in the electives.
